1. ACCOMMODATION TAX ADVISORY BOARD § 33.085
Seven members: four from the hospitality industry (two from lodging), a cultural organization, and two at large. Seven vacancies: (2) Hospitality, (1) Cultural, (2) At Large, and (2) Lodging. Three year term.
The Accommodations Tax Advisory Board makes recommendations to City Council on the granting of 65% of the state accommodations tax funds. The funding for FY 16-17 is $464,919.
2. BOARD OF ZONING APPEALS 33.065
Seven members must be full-time, year round residents and registered voters of the City. Four vacancies. Three year term.
The Board of Zoning Appeals hears and decides appeals when someone claims an administrative official made an error in an order, requirement, decision, or determination in enforcing zoning laws, and it hears and decides appeals from denials of variances from the zoning laws when strict application of the law would result in unnecessary hardship.
3. COMMUNITY PROMOTION FOUNDATION § 33.150
Five members: one must represent a non-profit entity, one a business, and three the general public. All members must be residents or property owners. Four vacancies: (1) Business, (1) Non-Profit, and (2) General Public. Three year term.
The Community Promotion Foundation makes recommendations to City Council on the granting of funds from the City’s Community Promotion Account to individuals, organizations, and non-profit entities.
4. CONSTRUCTION BOARD OF ADJUSTMENTS AND APPEALS § 33.170
Five members must include one licensed architect, two general contractors, and two members at large from the building industry. No member may hold any other public office or position in the municipality or county. Five vacancies: (1) Architect, (2) General Contractors, and (2) Members At Large from the Building Industry. Three year term.
The Construction Board of Adjustments and Appeals hears and decides appeals of decisions and interpretations of the Building Official, and it considers requests for variances of the technical building, fire, or flood codes.
5. DESIGN REVIEW BOARD § 33.119
Five members who are residents and registered voters in the City. No member shall hold any other public office or position in the municipality or county. Four vacancies. Council will give preference to (1) Licensed General Contractor, (1) Realtor, and (1) City Planner or Landscape Architect. Four year term.
The Design Review Board reviews building plans that involve new buildings or proposed alterations to the exterior appearance of buildings in commercial districts.
6. MUNICIPAL ELECTION COMMISSION § 31.44
Three members who are residents and registered voters in the City. Two vacancies. Six year term.
The Municipal Election Commission conducts City of Folly Beach elections, which usually occur every two years. It publishes election notices, appoints and seeks training for clerks and poll managers, provides information to the county election commission for preparing voting machines and equipment, distributes ballots, oversees ballot tabulation, certifies candidates, and hears protests.
7. PARKS AND RECREATION BOARD § 33.105
Seven members who are residents or property owners. Two vacancies. Three year term.
The Parks and Recreation Board prepares a plan for all City-owned parks and playgrounds. The plan includes layout, equipment, operations, maintenance, etc. The Board identifies possible new parks and playgrounds.
8.PLANNING COMMISSION § 33.045
Nine members including up to two property owners who are not registered voters and at least seven members who are registered voters in the City. Two vacancies: (2) At-Large Registered Voters or Property Owners. Four year term.
The Planning Commission engages in a continuing planning program for the physical, social, and economic growth, development, and redevelopment of the City of Folly Beach that guides the policy-making and day to day operations of City departments.
9. TOURISM AND VISITOR PROMOTION COMMITTEE, INC. § 33.140
Seven members: four from the hospitality industry (two from lodging), a cultural organization, and two at large. Four vacancies: (2) Lodging, (1) Cultural, (1) At Large. Three year term.
The Tourism Visitors Promotion Committee makes recommendations to City Council about the promotion of tourism for the City using 30% of the accommodations tax funds received from the state and any grants received for this purpose. The funding for FY 16-17 is $174,758.
10. UTILITY ADVISORY BOARD § 33.160
Five members: three must have sewer and water utilities expertise, one from a business, and one from the general public. Two vacancies: (1) Business (1) General Public. Three year term.
The Utility Advisory Board makes recommendations to City Council on matters relating to the water and sewer utilities.
